Accuracy is a radius in metres — the phone is saying "I'm somewhere inside this circle." It is not error, it's confidence. 30m means good. 200m means it's guessing off a cell tower.
The first fix is usually the worst. Give it 30–60 seconds and watch it tighten. That settling behaviour is the real thing to measure — if it never drops below 150m at Wat Bo, that tells you something the spec can't.
